San Diego Public Agency Lawyer
Endeman, Lincoln, Turek and Heater LLP represents cities and municipalities as both their general counsel and special counsel. We have represented over thirty cities in the State of California as either special or general counsel. We also have acted as special counsel for the League of California Cities and the California Association of Counties.
In the course of representing our many public sector clients, we have counseled them on a wide variety of issues including: wrongful termination, employment discrimination, housing discrimination, school desegregation, Brown Act, Public Records Act, CEQA, staff racial and ethnic balance, bilingual education, property tax, regulatory takings and land use, and eminent domain. We also work with public agency staff in drafting, revising and enacting legislation on a variety of public sector areas, including city rent control matters. In addition to acting as general counsel, we routinely act as special counsel in litigation matters.

We have represented many cities in connection with suits challenging the validity and application of their mobilehome rent control ordinances. We have also conducted workshops for various cities on how to apply their ordinances including how to determine what constitutes a "fair return."
